Call for Applications - Summer School on Labour Markets in Central Asia

Twenty years of transition from socialism to a market system have brought remarkable changes to hundreds of millions of people in the former Soviet Union. These transition countries reformed political and economic institutions and transformed their markets for goods and services, capital and labour. Despite inheriting similar institutional legacies from the Soviet Union, Central Asian states have adopted different development strategies in the past two decades. The labour markets mirror the developments in these economies, with an increasing share of self-employment and private employment. All countries are increasingly involved in labour migration, both as destinations for migrants and as migrant-sending countries.
In July 2014, in order to raise awareness of the relevance of labour market issues in this context, the Stockholm International Peace Research Institute (SIPRI) and the Institute of Public Policy and Administration of the University of Central Asia (UCA) will offer a Summer School programme on ‘Labour Markets in Central Asia’.
The objective of the Summer School is to teach the basics of labour economics, discuss a range of labour market issues in Central Asia and beyond, and introduce relevant research and policy evaluation methods. We aim to train young academics, researchers and policymakers with the greatest potential to influence the policy dialogue in Central Asia. The content of the course will include the basics of labour economics theory; related topics such as education, migration, social safety and economic policies; statistical and econometric methods; and micro-data exercises.
This Summer School is funded by the German Institute zur Zukunft der Arbeit (IZA) and the British Department for International Development (DFID) through the Growth and Labour Markets in Low Income Countries Programme (GLM LIC), which aims to improve global understanding of labour markets in low-income countries and their relevance for economic polices by promoting research and capacity-building activities.
Format of the Summer School
The main language of instruction will be Russian. However, half of the sessions will be delivered in English with simultaneous translation into Russian. Sessions will include lectures, class discussions, group work and data analysis exercises. The introductory part of the Summer School will be delivered by faculty members and researchers from UCA, SIPRI, the American University of Central Asia and other institutions. The second half will focus on research and policy analysis and will be delivered by professors and researchers from the USA and Europe.
Who should apply?
Central Asian researchers, primarily young professors and advanced PhD students who are based in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) and teach or conduct research on labour economics and related topics should apply.
Applicants should currently hold a teaching or research position at a university-level institution in Central Asia. Applicants not educated in universities in developed countries will be given priority. Applicants currently residing and working outside the Central Asian region will be considered on a case-by-case basis. A limited number of spaces will be made available for policy analysts from government, international agencies and civil society organisations.
Participation in the Summer School is free of charge for successful applicants. The cost of return travel from Bishkek to Issyk-Kul, accommodation and food will also be covered. Regional travel expenses will be covered to a reasonable extent, based on average air and bus ticket prices.
Please note that participants are required to bring their own laptops to the summer school, with MS Word, Excel and PowerPoint software installed.
Applicants should submit:
- A two-page curriculum vitae in English and Russian; and
- A two-page essay on their motivation to attend the Summer School and how their attendance will benefit research and policymaking in Central Asia.

The application deadline is 25 April 2014.
Shortlisted candidates will be contacted by 5 May 2014. Shortlisted candidates will be required to complete an online three-week programme that includes reading background materials, a research assignment on labour markets and an online test. This must be completed and submitted by 26 May 2014.
Selection and schedule
Successful candidates will be selected by 10 June 2014 and will attend the 12-day Summer School in July 2014. Upon successful completion of the Summer School, the participants will receive a certificate of attendance.
