Kuban’s PAE-MPP thesis was on enhancing the motivation of civil servants in the Kyrgyz Republic. Kuban has taught undergraduate courses in Public Policy Analysis and Introduction to Political Economy at the American University of Central Asia, worked as a consultant in the Presidential Office, Government of Kyrgyzstan and served as a Project Assistant for the Regional Cooperation and Trade Facilitation project at the Economic Policy Institute Bishkek Consensus.
