Pulat worked as a Water Utility Manager for Southern DataStream, a nongovernmental organization active in Tajikistan, funded by the Florida Rotary Club. His masters studies were done under the auspices of the Edmund S. Muskie programme, funded by the United States Department of State, and his masters thesis research helped residents of the Grace Lake area in northern Minnesota investigate the degradation of lake water quality.
