Certificate Programme in Mining Policy and Sustainable Development

The University of Central Asia's (UCA) Graduate School of Development Institute of Public Policy and Administration (IPPA) is pleased to announce its Certificate Programme in Mining Policy and Sustainable Development. The programme will be offered at UCA in the Kyrgyz Republic in October 2016. The programme is targeted to civil servants, experts, journalists and civil society representatives involved in extractive industries with the aim of developing a pool of informed professionals who can improve the quality of public discussion about the mining sector. Participation of representatives of various spheres fosters information exchange during the programme and upon its completion.
The programme is offered in a flexible, part-time format to accommodate working professionals and visiting experts. The Certificate Programme in Mining Policy and Sustainable Development CPPA is a rigorous five-week programme, with classes offered two-three times a week from 18:00-21:00 hrs.
Programme Structure and Assessment
The programme will be delivered in Russian/English (with simultaneous translation into Russian). The programme will comprise eleven modules and a colloquium. The modules include in- and out-of-class engagement with experts and a final project tailored to each learner’s professional context. Performance in each module is based on written assignments and an examination.
The programme will comprise the following modules:
- Overview of Kyrgyzstan’s Mineral Resource Base and Economic Performance and Contribution of the Mining and Metallurgical Sectors;
- Economy and Finance;
- Life-Cycle and Mining Operations;
- Legal and Policy Environment;
- Negotiating Mining Agreements;
- Financial Benefit Optimisation;
- Socio-Economic Benefit Optimisation;
- Environmental Management: Sustainability Linkages;
- Post-Mining Transition;
- Forum on Mining Policy and Sustainable Development: Problem Identification;
- Policy Project Presentation.
The final assessment includes a capstone project - a policy paper that participants develop throughout the programme, based on ongoing learning and analysis of mining policy. Each paper will focus on a policy problem chosen by the participant, and will be presented at an end-of-course colloquium to a panel of senior researchers and government officials. The best papers will be published in the IPPA Working Paper Series.
The course is a 3.75 European Credit Transfer System (ECTS) credit programme. Graduates will receive a professional development Certificate in Mining Policy and Sustainable Development and a certificate supplement detailing the programme of studies completed and learner’s achievement. The content of the programme will become part of UCA’s Master of Science in Economic Development programme in the future.
The programme is intensive and rigorous. Participants should expect to be challenged and demonstrate self-motivation for obtaining and application of knowledge. UCA reserves the right to select only those applicants it believes have the qualifications and experience to succeed.
Admission requirements include an undergraduate degree, experience in government institutions and/or specialised companies, nonprofit organizations, mass media and research on mining sector.
All learning materials will be provided by UCA.
Programme is delivered on free of charge basis.
