IPPA Announcement: Certificate Programme in Economic Policy
The University of Central Asia (UCA) Graduate School of Development's Institute of Public Policy and Administration (IPPA), is pleased to announce its Certificate Programme in Economic Policy (CPEP) for prospective candidates. The programme, taught by a team of highly qualified staff, commences on April 9th 2018 at UCA in Bishkek, Kyrgyz Republic. CPEP is targeted towards civil servants, independent analysts and staff at think-tanks and non-governmental organisations who wish to acquire skills that are essential in advancing evidence-based policy analysis.
Costs and Tuition Fees
With support from Canada’s International Development Research Centre and the Aga Khan Foundation Canada, accepted candidates are eligible for scholarships.
CPEP is a seven-month long, part-time programme that offers flexibility for working professionals. The classes are held three times a week, in the late afternoons, with breaks in between each module.
Programme Structure and Assessment
The language of instruction is Russian. The programme includes seven modules and a colloquium. Each module is practice-based and related to real policy issues facing governments. Performance assessment in each module is based on written assignments and examinations.
Programme modules include:
- Labour Market and Human Resources Development Policies
- Public Finance
- Trade Policy
- Topics in Economic Policy: Agriculture
- Topics in Economic Policy: Extractive Industries
- Topics in Economic Policy: Technologies and Innovation
- Sustainable Development Policies: Climate Change and Poverty
- Colloquium (please see below)
The final assessment includes a capstone project – a policy paper that participants develop throughout the programme, based on ongoing learning and analysis. Each paper will focus on a policy problem chosen by the participant, and will be presented at the end-of-programme colloquium to a panel of senior researchers and government officials. The best papers will be published in the IPPA Working Paper Series.
CPEP is a 30-credit programme and is in accordance with the European Credit Transfer and Accumulation System (ECTS). Graduates will receive a Professional Development Certificate in Economic Policy, and a certificate supplement detailing the completed programme of studies and learner’s achievement in accordance with European norms.
The programme is intensive and rigorous. Participants should expect to be challenged and should be able to demonstrate self-motivation. UCA reserves the right to select only those applicants that it believes to have the necessary qualifications and experience to succeed.
The minimum admission requirements are:
- A bachelor’s degree or recognised equivalent of an undergraduate degree
- Work experience in government institutions or research experience on economic policy
All reading material will be provided by UCA.
