UCA’s School of Professional and Continuing Education signs memorandum of cooperation with United Nations Office on Drugs and Crime
University of Central Asia’s School of Professional and Continuing Education (SPCE) and the United Nations Office on Drugs and Crime (UNODC) signed a memorandum of cooperation on 5 July 2011, for SPCE to train the Kyrgyz Republic’s Penitentiary System Reform Project correctional facilities officers. The project was implemented by UNODC with support from the European Union.
Training in Logistics and Managerial Accounting for Kyrgyz civil servants
20 - 22 July 2011, Bishkek SPCE held a 3-day training programme for 24 officers from the Kyrgyz Republic's Ministry of Justice Penitentiary Service. The programme focussed on logistics and managerial accounting as core modules. The pilot penitentiary system project aims to establish business entities that will employ inmates and supply goods required by the penitentiary system.
As part of their study, learners examined procurement in penitentiary systems, paying great attention to risk management and analysis in the logistics process. They also explored accounting in the manufacturing, merchandising and service industries, with a focus on break-even point calculation.
Business Planning Training for potential managers
25 – 27 July 2011, Bishkek SPCE trained 19 officers from the Chief Directorate for Corrections under the Government of the Kyrgyz Republic (GSIN); who would be potential managers of business entities that receive UNODC funding for purchasing equipment.
The three-day course encouraged learners to identify business opportunities and develop business plans. The training introduced them to key concepts in business development ranging from generating business ideas to developing financial plans, and understanding investment and risk analysis.
An engaging area for learners was identifying the most appropriate production technology for future businesses, forecasting and financial projection for business planning. Learners discussed and explored taxation models for budget-funded initiatives, specifically for state-owned entities. As part of the course, learners met with senior GSIN officers, where they committed to reduce income tax imposed on correctional facility businesses by 50 per cent. Learners developed eight business plans in industries such as furniture and metal ware production; decorative stone production; and bread-baking.
At the conclusion of their training, UNODC and GSIN evaluated business plans developed by learners. Every proposed business plan was examined with learners having to defend the viability and sustainability of their proposals and demonstrate successful employment-generation capabilities. Each plan had a social element and aimed to improve the quality of life of the inmate population.
Business Administration training to improve efficiency
15 – 19 August 2011, SPCE Naryn held its third “Fundamentals of Business Administration" programme for senior officers of the penitentiary system to assist them with increasing efficiency and effectiveness of managing newly created business entities. The class consisted of 23 senior officers including heads of departments, deputy heads of departments, senior officers and accountants from various branches of the Chief Directorate for Correction under the Government of the Kyrgyz Republic.
The programme was specifically designed based on feedback from heads of correctional facilities to assist them with better management decisions both in their primary work and operating their newly created enterprises. Four modules were introduced including; Commercial Law, Strategic Management, Marketing and Financial Management.
SPCE developed textbooks and exercise manuals for all three training programmes in the series. Learners relied on ‘Establishing Your Own Business’, ‘Business Planning’, ‘Fundamentals of Managerial Accounting’, and ‘Strategic Management’ as their core textbooks. Plans are underway to further enhance this cooperation and develop new textbooks and manuals for GSIN’s learning centres.
