Under the MOU framework, UCA’s School of Professional and Continuing Education (SPCE) will deliver its Local Economic and Community Development (LECD) certificate programme to Ministry staff. First developed in 2011, the LECD programme covers four major fields of knowledge: local economic development and finance, community development, and English and Kyrgyz for civil servants.

UCA-SPCE has adapted the original LECD curriculum to meet the Ministry’s specific training needs. Curriculum for the LECD programme was jointly approved by Ms. Ayday Kurmanova, State Secretary of the Ministry of Economy; and Dr Bohdan Krawchenko, Director General of UCA.

These trainings will be supported by the Promoting Stability and Economic Opportunity in Kyrgyzstan project, a two-year initiative to develop the capacity of local government officials, funded by the Norwegian Ministry of Foreign Affairs and administered by UCA and the Aga Khan Foundation, Kyrgyz Republic. The project has also supported regional and national roundtables on local self-governance.
