The Institutional Framework of Government Economic Policy Coordination in the Kyrgyz Republic: Reality and Future

Government economic policy determines the development of the national economy and the country in general. The government also defines the structure and mechanisms for the implementation of economic policy. This lecture will review the impact of recent political events and the adoption of the new Constitution on the institutional framework for the development, approval and implementation of economic policy in the Kyrgyz Republic. The impact of a new player, the parliament Jogorky Kenesh, with its complex system of institutions responsible for state economic policy, will also be discussed. The lecture will highlight how the Kyrgyz political landscape experienced constant changes from 2010 to 2103, including a succession of three prime ministers and cabinets, and related changes within government ministries. It will also discuss the impact of the political events of 2005 and 2010 on macroeconomic policy coordination mechanisms and the Government’s capacity for successful decision-making and implementation related to development. The capacity of public servants to develop and implement economic policy will be assessed, including the tendency to focus on short term goals and responses which hampers comprehensive economic development. Attempts to reconstruct a coordinating administrative system have brought to light the fragmented system that is in place and the challenges of coordination across line ministries. The need to reconstitute the administrative framework will be discussed. As will the need for results-based coordination to facilitate the effective development and implementation of economic and development policies in the country.

Tolkunbek Abdygulov is the Head of the Economy and Investment Department in Office of Government of the Kyrgyz Republic, an Assistant Professor in the Economics Department of the American University of Central Asia. He holds an MA in Development Economics from Nagoya University, Japan, and a Master of Public Administration from University of North Texas, USA. He has extensive experience in planning, economic policy coordination and development.
