Higher Education and Science Reform in Republic of Kazakhstan: Diverse Trajectories of Developing Partnerships

Abstract
Investment in education and human capital development is key to a society’s well-being and development.  In today’s dynamic global modern arena, education systems need to continuously transform to meet the demands of the changing world. This presentation describes key educational reforms in higher education in Kazakhstan and the Graduate School of Education, Nazarbayev University’s (NUGSE) role in contributing to these reforms. One of NUGSE’s main goals is to conduct high quality research in education to contribute to the development of science, education policy and practice in the country in accordance with national and international standards. This presentation shares NUGSE’s experiences in developing high quality analytics, experts and policymakers.  It also articulates the reforms in the science sector including the introduction of the Kazakhstan PhD system.
 
Biographies 
Dr Aida Sagintayeva is a Chief Executive Director of NUGSE. She began her professional career as faculty with Taraz State University named after M. H. Dulati. Sagintayeva was Vice-Rector for International Cooperation at the Eurasian National University. She has been involved in various research projects with the Ministry of Education and Science steering Kazakhstan’s higher education system towards the European three-tiered degree system and has coordinated a ministerial initiative aimed at introducing Western PhD programmes in Kazakhstan. She was the former President of the Bolashak International Scholarship Office.
 
Dr Murat Orunkhanov is a Senior Researcher at NUGSE. Dr Orunkhanov focuses on globalisation’s effects on higher education, transformational changes of education and science in the post-Soviet area. He is currently researching the evolution of university governance and institutional autonomy in Kazakhstan. Orunkhanov has held senior educational posts including Vice President of Al-Farabi Kazakh National University and Deputy Minister of Education and Science of Kazakhstan.
