Programme Coordinator, Education Improvement Programme

Position: Programme Coordinator, Education Improvement Programme

Summary of Position
The Programme Coordinator will work under the leadership of the Head and supervision by the Deputy Head, Education Improvement Programme. The Programme Coordinator will participate in the planning, development, implementation and management of all in-country programme activities; actively work to promote the professional development of teachers through a mix of school and out-of-school activities; collect, analyse and use research data to further the goals of the programme; and work consultatively and collaboratively with all stakeholders to ensure the realization of the Programmes aims and objectives.

Main Duties and Responsibilities   
  • Participate in the development of the Educational Improvement Programme plans for the country and region;
  • Plan and implement programme activities in accordance with the approved work plan and time frame to achieve programme goals;
  • Participate in the development, design, writing and editing of curricular enhancement materials and teacher professional development programme guides as well as work with principals and teachers to customize activities and training to suit the needs of the school;
  • Implement operational/administrative policies and procedures specific to the achievement of the objectives and goals of the programme;
  • Facilitate the professional development of teachers by facilitating independent and collaborative design of activities, support and coaching in the classroom and reflection on actions so as to improve them;
  • Identify teaching, learning and assessment materials and equipment required to facilitate accomplishment of programme objectives and goals;
  • Make timely and independent decisions in the field while conducting the programme;
  • Conduct STEM education and career awareness workshops for teachers and parents;
  • Coordinate the planning, presenting and executing of programme activities at the school and national level, providing support and assistance where and when required;
  • Monitor programme implementation on a regular basis to identify and respond to problems of programme participants and ensure programme is moving towards achievement of objectives and goals;
  • Support the conduct and analysis of the situational analysis in schools;
  • Support the research associate in the design, conduct, analysis and write up of research studies;
  • Use the data from the research studies to suggest programme activities for improved programme effectiveness;
  • Collaborate and communicate with the programme team to share ideas, address issues and learn from each other to maximise programme opportunities and achieve programme objectives and goals;
  • Collaborate and communicate on a continuous basis with the all stakeholders of UCA partner schools, to ensure successful execution of the programme activities;
  • Engage in regular interaction with, serve as liaison between, and coordinate with programme partners to develop programme linkages and obtain support;
  • Maintain communication, coordination and interaction with direct supervisor, other key team members, staff and consultants;
  • Document processes and procedures for programmatic events and activities and maintain necessary records/files and statistical information on the programme;

Required Qualifications and Experience 

  • Master's degree in education with five years’ experience in educational improvement, teacher education, curriculum, public policy and/or related work in planning, organising and evaluating educational projects/programmes;
  • Ability to coordinate and organise meetings and/or special events;
  • Strong facilitation, interpersonal, communication and presentation skills as well as the ability to work effectively with culturally diverse staff, a variety of education stakeholders and the immediate and larger community;
  • Working knowledge of finance, accounting, budgeting, and cost control procedures;
  • Ability to gather, record and analyse statistical data and generate reports.
  • Advanced editorial skills;
  • Ability to work independently as well as to function effectively in a team environment;
  • Excellent command of the national, Russian and English language and grammar, both verbal and written;

Reporting Relationship

Location  
  • The position will be based in Tekeli, Kazakhstan, but will require extensive travel within the Kyrgyz Republic as well as Tajikistan and Kazakhstan.

UCA Summer Upgrading Camp 2019 Director (2 positions)

Position: UCA Summer Upgrading Camp 2019 Director (2 positions)

Summary of Position 
UCA is hosting its fifth Summer Upgrading Camp for 160 (Grade 9 and Grade 10) students from Tajikistan, Kyrgyzstan, and Kazakhstan at its Naryn and Khorog campuses. During the camps, students receive English language, Mathematics and Science upgrading, as well as participate in a range of academic and non-academic sporting and recreational activities. The camps will be held simultaneously on both campuses from July 1-19 2019.

The Camp Director will be responsible for the overall planning and implementation of the Summer Upgrading Camp Programme, including the supervision, guidance, and direction of camp management team (Assistant Director and a team of local and international counsellors). The Camp Director will serve as a focal point for all camp related matters, liaising with Academic Leads/Faculty, UCA staff and external service providers. There is an expectation of strong organisational and leadership skills; strong people management and communication skills; and high level of stress resilience and problem-solving ability. 

Main Duties and Responsibilities
April 2019 (Home-based/distance working) 
  • Hiring and on-boarding of Camp Management Team (Assistant Camp Director, International/Local Counsellors) in accordance with UCA recruitment procedures and regulations 
May - July 2019 (Campus-based): 
  • Supporting Academic Leads in recruitment of Faculty for the Upgrading Camp and conducting on-boarding on their arrival
  • Managing HR/Finance/Admin related documentation in all new hires
  • Developing a detailed Operational Plan for the Upgrading Camp
  • Overseeing the Upgrading Camp budget and tracking any variations

  • CPR and First Aid Certifications required prior to the start of the camp

IT Intern (3 positions)

Summary of the Position
Reporting to the IT Officer, the IT Intern performs a variety of moderately multifaceted IT support duties to ensure smooth delivery of technology services. Maintains, tests, and repairs systems. Monitors, operates, or coordinates and assists others in the operation of computer hardware, software, and peripherals in order to achieve desired results. Utilises computer equipment, software and diagnostic tools to perform a broad range of assistance, production job processing, equipment maintenance and repair and computer operations assignments besides resolving routine technical problems.

Main Duties and Responsibilities 
  • Set up and maintain computer, communication and audio-visual equipment; 
  • Assist faculty and staff with multimedia systems;
  • Ensure that all equipment is in good running condition and make sure they are maintained properly and wherever required are repaired including the IT Labs;
  • Plan routine check-up and maintenance of all equipment and accessories. Analyze equipment performance records in order to determine the need for repair or replacement;
  • Keep a log of day to day problems and resolution with the hardware and software;
  • Give any kind of basic IT training/ orientation of IT equipment for the staff if required;
  • Perform on-site and remote technical support for staff when required. Respond to the request of the staff if help is needed for repair and installation of new hardware or software;
  • Maintain storage of equipment; make sure the equipment and accessories are properly stored and tracked;
  • Assist in IT equipment inventory management;
  • Work closely with the IT staff to provide effective end-user support and issue resolution;

Administrative Assistant, Dean’s Office

The Administrative Assistant will provide an overall administrative support to the Manager of Academic Operations and the SAS Dean’s Office on a variety of organisational, logistical, financial tasks and activities to ensure efficient operations of the Dean’s Office. Senior Research Scientist, Earth Surface Processes and Natural Resources Management

Position: Senior Research Scientist, Earth Surface Processes and Natural Resources Management

Summary of the Position
UCA's Mountain Societies Research Institute (MSRI) is now recruiting an energetic, Senior Research Scientist with proven experience in team-based research and related development projects. We seek an individual with experience working in a transdisciplinary environment, focused on aspects of earth surface processes and related management of natural resources in mountain ecosystems.

The successful candidate will have a PhD and strong research background in geoscience, hydrology, environmental sciences, critical zone processes, environmental/water resources engineering, or a related discipline and will lead and collaborate in the primary fields of MSRI research, including (but not limited to) the following:  
  • Natural hazard assessment and disaster mitigation, including impacts of roads, land management, and climate change.
  • Promoting sustainable land management in dynamic ecosystems.
  • Reversing legacies of land degradation – e.g., overgrazing, poor irrigation practices.
  • Glacier and snow dynamics – effects on agricultural and domestic water supplies and streamflow and appropriate adaptation measures.
  • Mountain community resilience and adaptation in the context of dynamic environments.
Experience with field research, environmental modelling, quantitative methods, and the ability to apply these technical attributes to the solution of environmental problems and policy dialogues is desired; some background in spatial analysis is beneficial. Additionally, the successful candidate will contribute toward technology transfer to various user groups.

The position involves: 
  • the development and implementation of applied research projects, including securing external funding; 
  • training regional faculty members and practitioners; 
  • development of international networks and collaborations; and 
  • contributing to the Earth and Environmental Sciences undergraduate specialization offered by the School of Arts and Sciences, Khorog campus, and programmes offered by the Graduate School of Development. 
 The successful candidate will develop a research program related to relevant earth surface processes in this mountainous region, including how these processes affect and are affected by land management and mountain communities. Processes within the ‘critical zone’ (near-surface environment) are highly dynamic due to geomorphic hazards, tectonic uplift, variable snowpacks, erodible soils, episodic flooding, permafrost melting, and climate change. Thus, the interplay between earth surface processes and land use have contributed to regional land degradation, uncertain water supplies, hazard vulnerability, food insecurity, and poverty. It is expected that the successful candidate will apply their research experience to these management and societal issues. 

Main Duties and Responsibilities  
  • Lead and collaborate in the design and implementation of interdisciplinary, applied research within the outlined thematic areas. 
  • Actively recruit funding for research, including developing cutting-edge research proposals, managing external grants, and working with development agencies.  
  • Publish scientific papers and support public communication of their findings.
  • Develop strong collaborations with international universities and research institutions.
  • Support Central Asian and collaborating researchers from national partner institutions.
  • Support the Earth and Environmental Sciences program at UCA in Khorog, Tajikistan.
  • Support the MSRI Director with strategic administrative duties. 

Required Qualifications and Experience 

  • PhD in a relevant discipline as outlined. 
  • At least five years of relevant research experience, preferably in mountain environments. 
  • Strong publication record, particularly in international peer-reviewed journals.
  • Experience writing successful grant proposals and managing externally funded research.
  • Excellent conceptual skills in assessing complex earth surface processes.
  • Strengths and track record in quantitative assessments and/or modelling.
  • Teaching experience.
  • Demonstrated ability to develop and implement research projects, particularly field projects, and building and maintaining dynamic research teams.
  • Evidence of being a team player and willingness to engage in transdisciplinary research.
  • Able to work in a remote developing country environment and to communicate. effectively with partners and stakeholders from different backgrounds.
  • Excellent English-language writing skills.

Research Fellow

Position: Research Fellow
Department: Mountain Societies Research Institute, Graduate School of Development

Summary of Position and Key Responsibilities
The University of Central Asia's Mountain Societies Research Institute (MSRI) is partnering with the Aga Khan Foundation (AKF) Afghanistan and other partners such as the ‘Wildlife Conservation Society’ (WCS) and the ‘Gesellschaft für Internationale Zusammenarbeit’ (GIZ) to implement a development project aimed at enhancing the resilience to climate change of communities in the mountainous areas of Afghanistan.

Through this collaboration, MSRI aims to inform, support and strengthen climate change adaptation activities, and to build institutional ties with Afghan government stakeholders including the ‘National Environmental Protection Agency’ (NEPA), Ministry of Agriculture and Livestock (MAIL), Ministry of Energy and Water (MEW), and country specific universities which are seeking to integrate climate change education into their curricula. Therefore, MSRI is seeking to appoint a Research Fellow (RF) with post-graduate level training in climate change related sciences, demonstrated experience in climate change adaptation research and an interdisciplinary approach to research. Overseeing the development of climate change vulnerability assessment and monitoring instruments is a key task of this position, which will inform and assist crucial climate change adaptation activities on the ground. This will include the assessment of the social development dimension (related to community resilience) being of high relevance for the design of sustainable adaptation work, as well as the appraisement of ecological aspects (environmental assets such as pastures, arable lands, water flow and biodiversity).

The successful candidate will co-design and help implement an environmental monitoring system, which will inform applied research and adaptation practice in the long-run, and enable long-term monitoring and analysis of natural resources (water, land, vegetation), climate, wildlife, etc. Jointly with the project implementation team, the RF will design and develop documentation tools, ensuring that crucial climate change adaptation learning processes will be captured, documented and shared with relevant partners. This will entail designing and delivering regular training workshops in Afghanistan (Fayzabad and Kabul).

The RF will collaborate with other scientists and staff at MSRI and AKF Afghanistan under the direction and supervision of the MSRI Director, Senior Research Scientist(s), and designated AKF Afghanistan authorities. The appointed RF will also collaborate closely with the Afghan field implementation team. The RF will be expected to co-supervise a Junior Research Fellow located in Fayzabad, Badakhshan - and also co-supervise the contribution of a Geographic Information System (GIS) expert and further involved MSRI researchers. The successful candidate must be prepared to travel to the implementation areas in northern Afghanistan as well as Kabul. All travel is subject to security clearance and travel instructions must be followed strictly.

Main Duties and Responsibilities 
  • Lead the development of a fundamental situation analysis document, capturing all relevant literature and knowledge;
  • Oversight of the data collection activities for the climate change (CC) vulnerability assessment to be conducted in the target districts, in close collaboration with AKF Afghanistan units;
  • Support the design and development of a sound methodology for the climate change vulnerability assessment & monitoring;
  • Plan, design and conduct training workshops with partners (communities, implementing partners, government agencies) on vulnerability assessment and monitoring, CC adaptation planning, interpretation of modeling results);
  • Coordinate the implementation of an environmental monitoring system at watershed scale in selected districts under AKF Afghanistan implementation, in coordination and collaboration with implementing partners (WCS, GIZ) and NEPA;
  • Manage implementation of UCA’s contribution to the project, in close collaboration with the team lead and implementing partners, including the development of work plans, activity schedules, projects budgets, donor reports, learning documentation and other tasks;
  • Lead on the development of academic and application-focused products, incl. peer-reviewed publications, professional presentations, policy and practice briefs, and outreach products targeting a variety of local and regional stakeholders;
  • Conduct fieldwork with partners AKF Afghanistan and WCS in remote rural areas in northern Afghanistan (mostly border districts) in Badakhshan and Takhar, Bamyan and Daikundi;
  • In close coordination with implementing partners, introduce documentation and learning tools for sharing of ‘best practices’ developed throughout the project implementation phase;
  • Supervise a Junior Research Fellow (JRF) to be located in Fayzabad (Afghanistan), ensuring that the JRF can optimally support and engage with the implementing partners in the field, and develops as a professional;
  • Provide regular updates on the progress and challenges to AKF Afghanistan. A reporting format and tool particular for this purpose has to be developed by the post holder;
  • Prepare, and monitor an annual work plan, and make sure this aligns well with AKF Afghanistan work plans, as well as with other partner’s implementation

Required Qualifications and Experience 
  • PhD or MSc in a relevant area of natural sciences, or interdisciplinary field of science
  • Proven working experience in a similar applied research context (climate change adaptation)
  • Strong knowledge base and applied research experience related to climate change and resulting challenges for the development work

Consequently, the hope is for these students to become proficient in academic writing and research skills. In the liberal arts and pre-requisite years, the EAP faculty will be involved in supporting students during academic writing labs.

  • The ability to motivate and engage with potential donors and ensure effective follow up.
  • Maturity and ability to work with senior persons including UCA’s management team. 
  • Excellent interpersonal, communication, and public speaking skills.
  • Fundraising and communications for an innovative institution like UCA requires the ability to think creatively, and a strong commitment to the mission and objectives of the University.
  • Fluency in English, Russian and the national language.
