Formal education is a central component of social and economic reproduction and transformation. However within societies in transition, typical relationships between education and labour markets experience complex adjustments, including the expansion of informal economies serviced by both informal learning and formal education. While formal education continues to be highly regarded by some in Kyrgyzstan, for many subordinate social groups, particularly rural youth, the relevance of schooling is increasingly questioned. Compared to the Soviet era, there is a significant bifurcation of educational and labour market futures: higher proportions of students are entering universities and employment, and a higher proportion of students are abandoning formal education for informal economic participation in national and regional labour markets. These alternative fields of learning and work influence traditional education/labour market relations. Education during societal transitions has been understudied generally, and the studies on the role of complex relationships between schooling, formal labour markets, informal education and informal labour markets are rare. This lecture will describe preliminary analysis and findings of a qualitative research project study on these dynamics during the complex transition of post-Soviet Kyrgyzstan.

Rakhat Zholdoshalieva is a UCA Central Asian Faculty Development Programme Fellow, and is currently enrolled in the doctoral programme at the Ontario Institute for Studies in Education of the University of Toronto, Canada, where she is also contributing to survey instrument development at the Anti-Poverty Community Organizing and Learning (APCOL) project. Rakhat received her undergraduate degree from Osh State University, and her Master of Education in Teacher Education from the Aga Khan University, Institute for Educational Development (AKU-IED) in Karachi, Pakistan. Rakhat has worked at Osh State University (Kyrgyzstan) and Aga Khan University (Pakistan), and has conducted and contributed to several qualitative research projects in Central and South Asia, and authored articles and book chapters on teacher development, citizenship education and action research.
