Certificate Programme in Policy Analysis
University of Central Asia (UCA) together with the Institute of Public Administration (IPA) under the President of the Republic of Tajikistan announce about the Certificate Programme in Policy Analysis. The programme will be offered at IPA in Dushanbe in Russian language. Developed in collaboration with Carleton University’s School of Public Policy and Administration, the Certificate programme is targeted to civil servants, independent analysts and staff at think-tanks and non-governmental organisations who wish to acquire skills essential to advancing evidence-based policy analysis. The programme is offered in a flexible, part-time format to accommodate working professionals. Taught by highly qualified staff, it is the first of its kind in the region.
Costs and Tuition Fees
Tuition fees and costs for learning materials are fully covered for qualified applicants with support from the International Development Research Centre (IDRC), Canada and Aga Khan Foundation, Canada.
The Certificate in Policy Analysis programme is a rigorous six-month intensive programme, with classes offered every day (five times a week). Classes are scheduled from 3 pm until 6 pm. There are breaks between programme modules.
The Certificate in Policy Analysis is a 25 credit European Credit Transfer and Accumulation System (ECTS) programme. Participants who successfully complete the programme will receive a professional development Certificate in Policy Analysis and a certificate supplement detailing the programme of studies completed and learner’s achievement in accordance with European norms. Credits earned in the Certificate programme will be accepted by UCA’s Graduate School of Development towards its Master of Science in Economic Development programme.
The programme will include four modules and a colloquium. Each module will be practice-based and related to real policy issues facing governments. Performance in each module will be based on written assignments and other forms of examinations.

- Economics for Policy Analysis
- Methods of Policy Analysis
- Policy Monitoring and Evaluation

Examination and Assessment
At the end of each module there will be a written assignment. The final assessment will include a capstone project - a policy paper that participants will develop throughout the programme, based on ongoing learning and analysis. Each paper will focus on a policy problem chosen by the participant, and will be presented at a colloquium to a panel of senior researchers and government officials of RT. The best papers will be published in a series of IPPA working papers.
Admission and Material Requirements
The programme is intensive and rigorous, and participants should expect to be challenged and demonstrate self-motivation. UCA and IPA under the President of RT reserves the right to select only those applicants it believes have the qualifications and experience to succeed.
Admission requirements include an undergraduate degree, experience in government institutions or research on public policy and administration and appropriate aptitude in mathematics.
All reading material will be provided by UCA. However, participants are required to have personal computers with Internet access, which is essential to the successful completion of course exercises.
