The School of Professional and Continuing Education (SPCE) is one of the University of Central Asia’s three schools and leads the Institution’s engagement with the broader society by offering a range of non-degree courses and programmes to a wide specter of learners. SPCE runs 16 Learning Centers (LC) in three Central Asian countries including: Tajikistan, Kyrgyzstan, Kazakhstan, and Afghanistan. The SPCE programs meet immediate and emerging needs of communities for skills and qualifications for employment, occupational and educational mobility, and improvement of livelihoods. The Communications Officer (CO) is responsible for a wide range of communications, public relations (PR) and publication tasks of the SPCE. The CO is in charge for designing and implementing of the communications and publications plans of SPCE. The key activities of the CO are focused on: (i) developing and publishing SPCE promo materials, (ii) reaching the public for promoting the SPCE services; and (iii) supporting the marketing campaigns. The CO serves as a liaison between SPCE and the other UCA Departments.

Main Duties and Responsibilities


  • Support SPCE management in implementing the communications strategies and/or plans
  • Support PR related skills including speeches through in-person and/or e-communication modes
  • Conduct social media activities through English and Russian languages
  • Support organizing and implementing the social media activities through the local languages; Tajik, Kyrgyz, Kazakh, and/or Dari when needed
  • Be liaison between the SPCE and the local government, NGOs, and communities for communications/PR purposes
  • Monitor and support communications, marketing, and PR plans across the SPCE Learning Centers


  • Provision of design services to SPCE
  • Create photos processing, banners design, preparation and editing of the publications;
  • Develop and publish the SPCE promo materials (booklets, gifts, notebooks) and process the payment when needed
  • Work with publishing companies, editors, prior to publication of educational materials;
  • Supports developing and publications of Success Stories
  • Monitor the quality of communications through the publications in social media and/or other sources

Marketing campaigns.

  • Support in conducting marketing activities
  • Support planning and implementing marketing events, campaigns across four countries
  • Travel to the SPCE locations for planning and/or implementing of the big marketing/PR activities when needed
  • Support to conduct the marketing activities across the LCs
  • Development of marketing materials for SPCE events:
  • Administer and promote SPCE social pages: photos processing, banners design, preparation and editing of the publications;
  • Preparation, reproduction and publication of marketing materials (booklets, gifts, notebooks)
  • Assist in arranging marketing events.
  • Control the quality of publishing Success Stories in proper sources/ channels.

Required Qualifications and Experience


  • University degree in communications, PR, journalism, marketing, social sciences, and/or relevant discipline(s) is required
  • Master’s degree in communications, PR, journalism, marketing, social sciences, and/or relevant discipline(s) is an asset

Work Experience:

  • At least two years of experience in leading/coordinating the communications and PR units of organization/schools/universities
  • At least two years of experience in designing and developing the promo materials of products/services including the educational organizations
  • At least one year of experience in companies funded by the international organizations/donors
  • Good experience in e-marketing of promoting the products or services including education services

  • Advanced computer skills in MS Office
  • Professional level in graphic designing software including Publisher, Corel Draw, Adobe PhotShop, Office Illustrator,


  • Advanced knowledge of English and Russian is required
  • Knowledge of Kyrgyz, Tajik, Kazakh, and/or Dari will be an asset
