Summary of Position and Key Responsibilities

The primary purpose of this role is to develop TOR’s, manage UCA job evaluation processes, carry the annual external faculty and staff benchmarking activities under the direction of the SMCB.  To also carry out analytical reports on compensation and benefit issues and serve in a support capacity in ensuring the universities payroll activities are accurate and on time.

  • A trained job analyst who develops TOR’s that conform to the UCA job analysis methodology and ensures there is an up to date set of TORs for all approved roles at UCA.
  • Under the direction of the SMCB ensure all staff roles are evaluated in accordance with UCA’s chosen job evaluation methodology.
  • Develop templates for carrying out annual external benchmarking exercises for both faculty and staff groups at UCA. Faculty external benchmarking to be undertaken against relevant international as well as local markets.
  • Under the direction of the SMCB carry out data collection in Central Asia for COLA exercises.
  • Keeps grading structures updated and provides grading information to managerial colleagues.
  • To support the SMCB and payroll manager to efficiently manage the monthly payroll cycle.
  • To carry out analytical work to enable the efficient processing of significant payroll changes. e.g., COLA merit review, job analysis exercises.
  • To carry our analytical work on the development of employee benefits and allowances

Required Qualifications and Experience

  • Ideally relevant experience working on employee compensation and benefit matters.
  • Strong analysis - numeracy skills
  • Able to work effectively and productively with internal stakeholders at  all levels.
  • Excellent writing and editing skills.
  • Able to manage multiple projects simultaneously.
  • Excellent Microsoft Office skills (particularly Word, Excel, and PowerPoint).

Languages:

  • Advanced proficiency in spoken and written English and Russian.
  • Knowledge of other Central Asian languages (Kyrgyz, Tajik, Kazakh) would be a bonus.

The position will be based in Bishkek, Kyrgyz Republic but requires regional travel.
