The Talent Acquisition Manager is responsible for ensuring UCA adequately plans for its future recruitment needs and subsequently utilizes a range of modern recruitment and selection methods to ensure the University achieves its recruitment targets in an efficient and cost-effective way.

Main Duties and Responsibilities

The Talent Acquisition Manager is responsible for ensuring UCA adequately plans for its future recruitment needs and subsequently utilizes a range of modern recruitment and selection methods to ensure the University achieves its recruitment targets in an efficient and cost-effective way.

  • Determine current staffing needs and produce forecasts (Human Resource Planning)
  • Develop talent acquisition strategies and hiring plans
  • Lead UCA employment branding initiatives - local, regional, and international
  • Proactive activities to fill open positions and anticipate future needs
  • Plan and conduct recruitment and selection processes (interviews, screening calls etc.)
  • Take appropriate steps to ensure positive and professional candidate experience
  • Assist in employee retention and development activities
  • Supervise campus-based HR personnel in recruiting activities (dotted line reporting on talent acquisition matters)
  • Organize and/or attend career fairs, assessment centers or other recruitment related events
  • Use metrics to create reports and identify areas of improvement in UCA’s recruitment and selection processes.

Required Qualifications and Experience

  • Proven experience as talent acquisition manager and/ or recruiter in commercial sector.
  • Experience in full-cycle recruiting, sourcing, and employment branding
  • Understanding of a broad range of selection methods and techniques
  • Proficient in the use of traditional advertising, social media and job boards
  • Willingness to understand the duties and competencies of different roles. Knowledge of roles in the higher education sector would be particularly beneficial
  • Working knowledge of Applicant Tracking Systems (ATS) and databases
  • Excellent communicator
  • Strong organizational skills ability to multi-task
  • A leader and strategic thinker
  • Relevant bachelor’s degree, ideally professional human resources qualification

Languages

  • Advanced proficiency in spoken and written English and Russian.
  • Knowledge of other Central Asian languages (Kyrgyz, Tajik, Kazakh) would be a bonus.

The position will be based in Bishkek, Kyrgyz Republic but require regional travel.

Salary and Package: Salary and package to attract the best candidate.
