Summary of Position and Key Responsibilities

UCA is seeking to hire a consultant to conduct stakeholder analysis and training needs assessment in Naryn, Kyrgyzstan for its Naryn Urban Resilience Programme (NURP). The Naryn Urban Resilience Programme is being conducted in partnership of Aga Khan Development Network (AKDN) agencies and is funded by SECO. The programme aims to enable the Government of Kyrgyzstan, Naryn Oblast and the City of Naryn to put in place the institutions, knowledge base and systems required as a precursor to the implementation of infrastructure investments in Naryn town that are resilient and the basis for sustainable economic development. 

The role centres around engagement with local governmental representatives to identify and map out stakeholders central to the project, and to conduct a training needs assessment to inform capacity building efforts in the region.

Excellent communication and interpersonal skills, along with the ability to manage a diverse set of stakeholders are important qualities of a successful candidate.

Main Duties and Responsibilities

The successful candidate will be responsible for identifying stakeholders through local consultation, conducting stakeholder analysis, training needs assessment, gathering and documenting requirements, and developing workforce process maps to aid capacity building within the Government.

Job Responsibilities:

    • Identification of Stakeholders
    • Conduct stakeholder analysis to identify key personnel to be engaged in the project
    • Identify and manage key personnel, who are critical to the success of the project
    • Conducting training needs assessment with the identified key personnel and provide recommendations based on the information gathered
    • Create stakeholder management maps and functional training needs documentation
    • Gather requirements from key stakeholders using requirement elicitation techniques like interviews, focus groups, brainstorming and others
    • Validate requirements by cross referencing them with other stakeholders and maximising optimisation
    • Obtain consensus prior to creation of functional training needs documentation
    • Work closely, collaboratively and communicate effectively with all members of the project
    • Perform additional duties and responsibilities as assigned


  • Liaise with key personnel at the NURP Project Management Unit (PMU), Government of Kyrgyzstan, Naryn Oblast and the AKDN.

Required Qualifications and Experience

  • At least a Bachelor’s Degree from a recognized educational institution 
  • She/he must have at least 2 years work experience in conducting needs analysis, stakeholder analysis, or other similar field surveys
  • Knowledge of the local context in Kyrgyzstan, preferably Naryn is required
  • Knowledge of AKDN is an asset
  • An ability to undertake research, compile results and produce professional reports
  • Possess an analytical perspective and ability to propose solutions
  • Excellent interpersonal and communication skills
  • Has the agility to react positively to changes
  • Mature disposition and ability to hold conversations with diverse stakeholders across different levels of seniority within the local government and AKDN
  • Time management skills with the ability to meet project deadlines
  • Good IT skills including experience in the use of the Microsoft Office Suite and SharePoint

Required Qualifications and Experience

  • A proven ability to publish research in high quality journals desirable
  • Regular attendance and experience with presenting at international conferences desirable
  • Experience in conducting research in Central Asia would be a valuable asset
  • Aware of current and future industry trends; strong network of industry contacts to support internship programs, project collaborations and industrial mentoring.
  • Demonstrated interest developing critical ways to conceptualize and research empirically the relationships between media and communications technologies and the social world with particular reference to development and social change communication challenges faced by individuals and organizations in the region.  


  • Good command in spoken and written Kyrgz, Russian and English is required
