The Aga Khan Humanities Project in Kazakhstan, part of the University of Central Asia, is continuing its series of public lectures by prominent academics, public figures and experts from Kazakhstan, organised in partnership with educational institutions and research centres in Kazakhstan. The AKHP public lectures linked by the theme of ‘Interdisciplinary Discourse in the Context of Humanities and Scientific Research’ are aimed at enhancing the professional development of education practitioners at higher education institutions in Kazakhstan and creating an open platform for discussing the pressing challenges of today’s world, mobilising new ideas, and expanding dialogue between scholars, the intellectual environment, teachers, postgraduates and undergraduates.

The Aga Khan Humanities Project of the University of Central Asia (AKHP / UCA) is pleased to announce a Public Lecture on December 8th 2020, 6:00 pm (KZT, GMT+6) on "Institutional Factors in the Development of the Digital Economy in Kazakhstan" It will be delivered by Gulnara Kuatbayeva, Director of the Kazakh Institute for Sustainable Development Research, Doctor of Economics (Moscow State University and Kazakhstan), Corresponding Member of the Eurasian International Economic Academy, expert advisor to the Kazakh Ministry of Education and Science and international organisations.

An important part of young people’s education is developing the skills and competencies needed to make organisational and management decisions, and the readiness to take responsibility for them in terms of their social impact, by drawing on what they have learned. In today’s world, this requires them to have knowledge of the institutional factors in the development of the digital economy (IFDDE), the ability to apply in practice regional/industry/sector-specific rules and standards, and regulations governing industry/regional funding and digital development strategy, and the skills to analyse IFDDE, identify IFDDE issues and devise research-based solutions to them while developing the ability to form a worldview based on the principles of what they have learned, the ability to find organisational and management solutions, and the readiness to take responsibility for them in terms of their social impact. Improving competencies through giving students a theoretical grounding with regard to the components of today’s digital economy will help to strengthen practical management skills in the digital economy (DE).
The lecture will explore the following topics: ‘International, national and sector-specific standards and regulations’; ‘Standardisation, certification, regulation and licensing in the DE’; ‘A mechanism for coordinating DE participants’; ‘A financial and economic mechanism for the DE’; ‘Forecasting, planning, programming and design in the DE’; ‘Information and communications technology in the DE’; ‘Blockchain technology in the DE’; ‘Values in the DE’; ‘Research and education in the DE’; ‘Global trends in the development of the DE’.

About the Author
Gulnara Kuatbayeva has been the Director of the Kazakh Institute for Sustainable Development Research since 2004, and has defended a doctoral dissertation in Economics, majoring in ‘Economics and Management of the National Economy’ at Moscow State University and ‘Global Economics’ in Kazakhstan. She has been honoured with a commendation from the Foundation of the First President of the Republic of Kazakhstan — Elbasy for supervising academic work by a master’s student winning the national ‘Scholars of the Future’ competition. In 2008-2010, she received a stipend from Kazakhstan’s Ministry of Science and Education for her outstanding contribution as an academic to the development of science and technology. She has been recommended and approved by the Asian Development Bank as an advisor to Kazakhstan’s Minister of Economy and Budget Planning. She is also a leading educational practitioner at some of the country’s top higher education institutions — in Almaty: Narxoz University, Almaty Management University (AlMaU), the Kazakh-British Technical University and Süleyman Demirel University; in Nur-Sultan: IBS Astana and the Academy of Public Administration under the President of the Republic of Kazakhstan, teaching the following courses: ‘Economic Research Methodology’; ‘Innovation and Economic Development in Kazakhstan’; ‘Business Etiquette and Business Communications’; ‘Strategic Management’; ‘Corporate Ethics and Social Responsibility’ for a DBA programme, ‘Modern Business in Kazakhstan’. She is also a State Qualification Committee chair and an academic supervisor for doctoral students.
Gulnara is Academic Secretary to the DBA Dissertation Board, a DBA and МВА supervisor at AlMaU, a National Expert on assessing functional and applied research study and report applications at the National Center of Science and Technology Evaluation, at the Science Foundation and at foreign foundations in Kazakhstan, and a project consultant for the Financial Misconduct Research Centre of Kazakhstan’s Accounts Committee.
