Certificate Programme in Urban Resilience for Civil Servants in Naryn

UCA’s Graduate School of Development (GSD) has commenced an intensive capacity-building initiative, the “Certificate Programme in Urban Resilience” (CPUR), designed to promote sustainable urban development and planning specifically for the Naryn region. This programme is implemented by UCA’s Institute for Public Policy and Administration (IPPA), which brings years of experience in delivering capacity-building programmes for policymakers, civil servants, and other stakeholders across Central Asia.

 CPUR features a meticulously developed curriculum aimed at equipping over 20 selected participants - comprising civil servants and representatives of civil society organisations - with the knowledge and skills necessary to enhance the resilience of Naryn town. Over the course of three semesters in 2024 and 2025, participants will engage in 20 comprehensive modules that address social, economic, and environmental aspects of urban resilience.

The primary objective of CPUR is to thoroughly educate public officials in urban resilience by creating a cadre of public policy professionals well-prepared to apply for, secure, and manage externally funded projects. Additionally, the programme seeks to establish a knowledge base that could lead to the creation of a national center of excellence in resilience, enhance local capacity to develop innovative solutions, and support the national capability to deliver resilience-oriented projects in mountain-based urban centers.

CPUR is offered as part of Naryn Urban Resilience Program, a five-year project designed to help transform Naryn into a resilient urban settlement, equipped to prosper economically, socially and culturally in the challenging mountain environments of Central Asia. Learn more about NURP here.
