Ms Viktoriya Tsay has joined UCA as its new Registrar effective 1 August 2021. Before joining UCA, Ms Tsay worked as Vice-Rector for Strategic Development and International Relations at Narxoz University in Almaty, Kazakhstan. With over 20 years of work experience in different spheres, including oil and gas, public private partnerships, education, etc. in Kazakhstan, she has strong expertise in strategic management, public relations, negotiations, financial /operations management. Ms Tsay has also been teaching Strategic Management, International Economics and Leadership in bachelor and master programs at Kazakh-British Technical University and M. Narikbayev KAZGUU University.

A citizen of Kazakhstan, she is a 2007 graduate of Harvard Kennedy School with a degree of Master of Public Administration/ Mid-Career (Mason Fellow). She also has an MBA degree in Strategic and General Management from the Maastricht School of Management (the Netherlands).
