Neil Bailey

Neil Bailey leads UCA’s Office of Research and Development, overseeing initiatives across the Kyrgyz Republic, Tajikistan, and Kazakhstan. His responsibilities include engaging with principal multilateral and bilateral funding agencies, such as the World Bank and USAID, to advance UCA’s capacity-building activities in Central Asia. He also facilitates access to external research funding by promoting academic collaboration and partnerships.

Before joining UCA, Neil served at the Aga Khan University (East Africa), where he led resource mobilization and partnership efforts across Tanzania, Kenya, and Uganda. Previously, he worked with the Institution of Civil Engineers in London and the Commonwealth Engineers’ Council, supporting capacity-building and professional development initiatives across the Commonwealth.

Neil holds a master’s degree in Social Anthropology of Development from the School of Oriental and African Studies (SOAS), University of London, and a BA (Hons) from the University of Nottingham.
