Voices and Faces of UCA: Jazgul Nogoibaeva

In celebration of the University of Central Asia’s (UCA) 25th anniversary, we share the story of an employee whose journey reflects the institution’s own growth — from humble beginnings to a thriving international community.

Twenty years ago, Jazgul Nogoibaeva joined UCA as a simple accountant. At the time, the finance department was small — just four people: a financial director, a controller, and two support staff. “I started as a regular accountant,” she recalls. “Back then, the entire UCA team had only 42 people. Now, we’re close to 1 000 employees across Tajikistan, Kyrgyzstan, and Kazakhstan.”

Her career path began in finance, and she often says her success stems from having excellent leaders at every stage. “I’ve always been lucky with my managers,” she notes. “The same goes for my colleagues — even back when our finance team was just four people.”

Five years ago, her professional journey took a new turn: she moved from finance to human resources. Today, she manages payroll for the entire regional network. 

A Moment That Shaped Her Beliefs

One of the most memorable moments came when UCA first opened in Naryn. The admissions process was challenging: some students were exceptionally talented but lacked the financial means to study, while others had the resources but didn’t meet the academic requirements.

“The finance department played a key role in admissions,” she remembers. “We were a small team, and every decision mattered.”

She recalls a particularly gifted student: “He was so talented, so bright,” she says, “but his family couldn’t afford the tuition.” In a decision that deeply moved her, UCA’s leadership granted him a full scholarship. “That was my first real lesson in giving opportunities to gifted children,” she reflects. “It made me so grateful for our leadership’s vision.”

Witnessing Growth and Change

Over the years, Jazgul has seen UCA transform from a small office with 42–45 staff to a large institution with a vast campus and sophisticated systems. “Back then, we didn’t have the systems we have now,” she notes. “Today, everything — from finance to reporting to our approach to people — has improved dramatically.”

Looking Ahead: Wishes for UCA’s Future

As UCA marks its 25th anniversary, Jazgul Nogoibaeva offers heartfelt wishes for the institution she’s called her second home for two decades:  “The progress we’ve made — in systems, in community, in opportunity — must continue. That’s how we stay true to our mission.”

“My journey at UCA,” Jazgul concludes, “has been one of constant learning and gratitude. From a small finance team to a global network, I’ve seen how kindness, innovation, and belief in talent can change lives. It’s a privilege to be part of this story.”
