SPCE Kulob Learning Centre Celebrates Constitution Day with Conference and Graduation Ceremony

The Kulob Learning Centre of the UCA’s School of Professional and Continuing Education (SPCE), in cooperation with the Executive Authority of the city of Kulob, held a scientific-theoretical conference and graduation ceremony at the Kulob State University in honour of the 31st anniversary of the Constitution Day of the Republic of Tajikistan.

The event began with an exhibition featuring stands from governmental and non-governmental organisations, including Kulob State University, SPCE UCA, the “Zabonomuz” and “Biyomuz” Learning Centres, the American Corner in Kulob, the Investment and Credit Bank of Tajikistan (ICB), the “Rushdi Kuhiston” Microcredit Organization, and Tcell, among others. Guests toured the exhibition, learning about the organisations’ achievements before proceeding to the main hall, where the ceremony officially began with the National Anthem of Tajikistan.

In his opening remarks, Dilovar Butabekov, Director of SPCE UCA, welcomed all attendees, congratulated everyone on the 31st anniversary of the Constitution Day, and extended his best wishes to the graduates. He also expressed gratitude to local partners and the Executive Authority of Kulob for their continued support in hosting the second SPCE graduation ceremony in the city.

In his address, Mr. Pirjonzoda, representative of the Executive Authority of the city of Kulob, congratulated the graduates and highlighted the significant contribution of SPCE’s Kulob Learning Centre in improving the quality of education in the region, noting that this is the second year the Centre has successfully organised the event at a high level. Mr. Ayubzoda, Deputy Rector for International Relations of Kulob State University, in turn, emphasised the strong partnership between Kulob State University and SPCE, which regularly collaborate on educational programmes and joint activities.

Speaking on behalf of the Aga Khan Foundation, Mr. Abdulalishoev noted that under the FCDO-supported project “Accelerating Education Attainment in Central Asia for Resilience (AEAR–CA)”, SPCE has trained 30 English teachers and 60 education department employees from the Khatlon region, including staff from the Department of Education and the branch of the Institute for Teacher Professional Development in Kulob. During the ceremony, these participants were awarded certificates of completion.

The conference also featured a presentation by Mr. Nekqadam Mirzoev, lecturer at the Faculty of History, Law, and International Relations of Kulob State University, who spoke on “The Constitution and Its Historical Significance.” He provided participants with valuable insights into the historical context and enduring importance of this foundational document.

Fariddun Boboev, an employee of the Regional Department of the National Bank of Tajikistan, expressed heartfelt gratitude to UCA and the teachers who supported their studies:

“Learning English is a long journey. With the help of our kind and patient teachers, we improved our English step by step. We know this is only the beginning, and we will continue to learn and grow,” he said, thanking UCA for providing the opportunity to study and marking the occasion with good wishes to all participants.

Another graduate, Khayrinisso Rajabzoda, who completed the Pre-Intermediate Conversational English course, shared how her studies opened new horizons:

“Learning English has opened so many new opportunities for me. Thanks to this programme, I became a student at Kulob State University. I am confident that I will continue working as an English instructor at my beloved University of Central Asia,” she said, encouraging her peers to believe in themselves and never give up on their dreams.

Adding a festive touch to the occasion, the cultural group of Kulob State University presented a lively performance of traditional songs and dances.

The celebration concluded with the awarding of certificates to 100 graduates of SPCE’s English language courses and a group photo session to commemorate the day.
